Are there per-user charges or just per-plan?

Per-plan. Every plan covers unlimited workforce members inside your Microsoft 365 tenant. No seat licenses, no per-user overages, no counting approvers or authors.

Why we don’t charge per user

Document-management pricing that scales with headcount creates perverse incentives. Organizations ration access to avoid the per-user cost — which means workforce members who should read a policy can’t see it, workforce members who should acknowledge a training memo aren’t added to the distribution, compliance coverage thins at the edges.

Per-plan pricing aligns the incentives correctly. Adding a workforce member costs nothing. Every person who needs access has it. Compliance discipline doesn’t compete with license accounting.

What scales with the plan

Plan tiers scale with organizational capability, not user count. Business plans are appropriate for smaller organizations with simpler governance needs. Enterprise is the default for most mid-market customers. Diamond covers the largest organizations with the deepest customization and support requirements. The jump between tiers reflects configuration scope, not access scope.

Practical effect

A customer with 200 workforce members on Enterprise (€6,450/yr) pays the same as a customer with 2,000 workforce members on Enterprise, assuming the governance scope is comparable. The 2,000-person customer is probably on Diamond because their governance scope is larger — but the multiplier is on capabilities, not on seat count.
